Policy research, ecological restoration, and sustainability consulting — the intellectual foundations.
Before Vana, before Timor-Leste, there was a period of building the intellectual scaffolding — understanding how institutions work, how policy actually changes behaviour, and how human systems interact with natural ones.
This work spanned three organisations: the Harvard Belfer Center for Science and International Affairs, Cadmus, and PUR Projet. Each approached the question of large-scale change from a different angle.
